Well I don't know how So Cal but up here in NorCal they give the CCW's out. Some of the counties are easier than others though.
Don't know about Riverside/San Bernardino counties,but its supposedly easier in Orange county. LA county...forget about it. I plan on applying for mine soon. I had one in Washington (King county), and it was easy. Just apply for the CCW, the local PD runs a background check and then mail the CCW. Its good for 5 years.
I would rather them have open-carry as anyone can carry without a permit but in California, that will probable never ever happen.
In Minnesota we have open carry permit. Strap your hog leg on and waltz into Walmart. HOWEVER discretion is urged. One might end up downtown explaining the need to display a 6" Stainless .45 wheel gun in front of mothers, children, and those sensitive to certain issues.
CCW in Georgia too. I have been toting for many years. I don't disagree with the legal right to open carry, however, I feel it is not the thing to do. Gun owners will not make frilends by intimidating those people who are uncomfortable around guns. And, in an "active shooter" scenario, who is going to be singled out and shot at first....the open carry person. I prefer to stay "in the weeds" with a 45 on my hip, under clothing.
