I was getting on my bike after getting rat kibble for my son's pets and noticed what you see in the picture.

I just had my 5k done and the bike was proclaimed to be perfect.

How do I tell if it is safe enough to ride to the dealer? Should this be covered by the warranty?

In case you can't tell, this is the right side of the handlebar.

Well looks to me like the fluid heated up and the gasket didn't hold. Not a huge deal other than it will eat the paint off of ur master cylinder so keep it clean. Should definitely be covered under warranty had mine go bad 2 months ago and it was covered. Take it easy riding it in and u will be fine. Good luck
 
Mine did the same thing shortly after a service too, I think they fixed the recall and flushed the fluid on mine and didn't tighten it down enough. I snugged mine up and it hasn't done it since.

My friend just brought this up when we were at myrtle beach. He told me most Harley's start doing this after 1k service. The reason is that the tech does not use correct torque to seal it back after 1k inspection. Use 8inch pounds and everything will be fine.
 
You are lucky to have a dealership that has a range of torque wrenches from weaker to stronger.
