Rear Fender Black Plug?

Does anyone know the purpose of this black plug?

I thought that it used to be flush and tight against the fender.

It's now loose and the bottom is up away from the fender.

Won't snap back down.

Yes, but is it supposed to be snapped down tight? I'm thinking something's come apart, but I can't locate anything.

I have my stock fender in the spare room so I looked at it, the back of that plug has a screw attached and it's used for holding a wire harness hold down (at least on my 2014). The plug should be flush against the fender. Here's 2 pictures of the inside of it.

Thanks! I thought it used to be flush against the fender. I tried laying down and looking up underneath (I don't have a lift) and couldn't tell.
I'll get the dealer to look at it. It's under warranty yet
