What is this bracket for?

Hi All

I removed this bracket from the left side, front, pannier bracket as it seemed to have no purpose,. does anyone know what it was there for?

That looks like the bracket that is used for the "safety strap for the stock seat. I remember that from replacing my stock seat on my 2012 SG....

If you have a Rushmore bike that needs to stay on because one of the bolts holds the strut to the fender

My 2011 Road King had one of these for the rear seat passenger safety strap. I discarded mine

I also removed the brackets and strap from my 15 RG. Looked completely ridiculous with my solo on.
