21" wheel on lowered bike.

New guy here. Searched the topic didnt find much. I'm doing a custom build on a 2017 SGS. The bike has Legends rear suspension not sure which model. And according to the Maintenance record a lowering kit front end was installed.

Yesterday I added a 21" Front wheel with stock Fender. and I am told i have to use the fender spacer in 2014+ bikes. I assume due to the threaded fender.

Haven't ridden yet as it is only April Here in Maine and not alot of days wam enough yet to get it out. but my fear is hitting the fender and not enough clearance with triples and crash bars etc.

Looks like Legends offers "Travel" limiting kit that you can purchase with their 1" lowering kit as an accessory. Not sure if your records indicate that was installed as well.
I have a 2017 SGS with a 21" front tire on it w/ fender spacer and 13" Legend rear shocks and I have never had an issue with my set up. ( I do not have the front lowering kit in mine)
 
I just added a 21" to my 2023, and it looks like the shop that did the work put a spacer on it. I'm gonna change out the ST fender for the Classic front fender from a 2018 though. I'll know more this weekend when I get to it.
