I am thinking you have a normally open dump valve since ( when powered) it fills, being electrically closed and dumps ( no power ) when off... Right?

Then how does it dump when you kill it? Timed relay?

There a triggered controller which has a constant hot and when trigger one is switch it fills it and when trigger two is activated it dumps it.
