Blacking out front forks. What is needed???

I bought some black powder coated bells and lowers. I called HD to see how much they would charge to switch them out for me on my 14' SGS. He said $300 but then another $100 for oil and parts. Does this seem right?? He said I needed 2 rebuild kits, 1 for each fork. I would think 1 rebuild kit would have the parts for both forks.
Also, do I need an entire rebuild kit or just a few dust seals?

Md8181-search thru the previous posts here and you'll see lot of good info. Harley doesn't do things logically, its 2 kits.
