Cold weather over pants

I commute most everyday as weather allows. Here in northern Alabama most winter mornings are in the 30s and my ride home are milder afternoon temps. I am currently using Walls brand coveralls. I know there over pants out there, most of which run up to $300 and more. I can’t rationalize that purchase. However, if I could find a all season over pant to wear over shorts in the summer and cold weather protection in winter that may sway what I spend. Any recommendations? Thanks

I have a couple of remedies I use:
Chaps
or . . .
Flannel lined jeans from Bass Pro Shops.
 
The family got me Tour master jacket and pants last year and they are really warm. They have removable liners for cold or warm weather and I have ridden in 20 degree temps in comfort. If you were to add some heated gear to this set up you could be a speeding burrito I'm thinking.
 
I am from Wisconsin. Chaps are the best answer. Easy off and on and they make a huge difference.
 
I am retired Law Enforcement. I have a pair of black rain pants made to just go over your pants. Like a rain suit bottom. Perfect to break the wind..and if it rains, they work great. And I don't have to worry about how I look wearing CHAPS...Blauer makes the ones I have.
 
Here are a few pics of the ones I have. Notice the Kevlar in the critical areas and the armor pads for the knees.

A couple more to show a few of the patterns. I wear them underneath my chaps in extreme temps without the armor for more flexibility. I have ridden in 28 degree weather like this and the only issue I had was cold hands after about an hour on the highway. Better or heated gloves would fix that though.

I just got a pair of first gear over pants from my uncle as he stopped riding. I love them! Waterproof liner on the inside, thin padding at hips and knees and the zipper goes all the way to the waist so you can easily step into them even wearing boots. They've become my new go-to for when I know it's going to be wet. I still love my chaps but I'm feeling spoiled now.

One big pro for chaps, piss breaks don't require extra layers to get through. Con, your crotch is open so in cold weather, my balls freeze and my ass gets wet from the rain soaked seat. There's a tradeoff to everything.
