I'm not in CA but I'm running my 2nd one now (2014 & 2017 FLHXS). All is well, no issues and I like the auto tune feature to which you have to spend $100's more to do on the Pro Street Tuner from HD.

Right on, I’m definitely wanting the FP3 I’m just thinking about the calif. carb BS and want to the non carb and make sure it will mate to my bike
