What is the proper wheel chock position for the HF table? Should it be closer to center of wheel? Hopefully my picture is attached.

Best thing to do is take the clamp that came with the lift off and replace with a better wheel chock. Harbor freight has a decent one roll on that I bolted onto my lift.

I definitely wouldn't trust that wheel chock on a touring bike. I have the same lift and the first thing I did was ditch the wheel chock and replaced it with a better one. I use the lift a lot with no issues. Here is a video showing the installation of a better wheel chock from Harbor Freight:
