I recently purchased a 2010 HD Street Glide with ABS. I'm interested in swapping the front wheel for an 18" H-D Agitator wheel. Will the Agitator wheel and rotors fit without any modifications. I'm looking for a good used wheel with rotors.

Yes it should fit without any mods.

I believe you can go up to a 21" before having to change the rake, change Fender or add Fender mount extensions.

I'm running a 19" from a 2015 on my 2013.

Last post was correct.. 21" will fit on a stock bike..if running stock fender you might possibly have to round the bolt holes so you can mount fender a little higher.
