What is this small black conical plug...

Was getting gas today, opened my fuel door, saw this little guy rolling around inside my fuel console area.

What is it, where does it go? Is it for fuel vapor? I see that small hole that's to the left of the gas cap, and assume it fits in there, but not sure. If it does go in that hole, what is the best way to push it in? Thanks for your help!

Looks to me like a rubber bumber so the fuel door doesnt rattle.should be a hole for it to push into
