Make sure that the wheel is aligned with centerline of the bike first. A local machine shop may be able to help with making new spacers to help with this. Secondly, the brake rotors need to be centered in the calipers. Do not shim the rotors. The risk of this is the rotor bolts not having enough thread engagement and either backing out easily, causing the bolt hole damage, or the bolts to break off. Shimming the calipers out or removing some mount surface from the fork leg would be ideal. In either situation, use the appropriate material for the spacers or shims, aluminum for the spacers and stainless steel for the shims.
